دیوان عالی تاجیکستان در چند سال اخیر فعالیت ۱۳ گروه و سازمان "تروریستی و افراطگرا" را ممنوع کرده است

دیوان عالی تاجیکستان روز پنج‌شنبه ۳ مه، فعالیت "جماعت انصارالله"، یک گروه اسلامگرا را در این کشور، ممنوع اعلام کرد.

طبق مصوبه این نهاد، این گروه تروریستی و افراطگرا شناخته شده و گفته می‌شود که فعالیت این گروه امنیت تاجیکستان را به خطر می‌‌اندازد.

همچنین تأکید شد که "جماعت انصارالله" یک جزء "جنبش اسلامی ازبکستان"، یک گروه تندرو اسلامی در منطقه، است که از سوی القاعده سرمایه‌گذاری می‌شود.

طاهر قادراف، قاضی دیوان عالی تاجیکستان، اعلام کرد که در فعالیت "جماعت انصارالله" تبلیغ محلگرای و کینه و عداوت دینی" مشاهده شده است. همچنین، به گفته وی، این سازمان مردم را به براندازی نظام دولتداری تاجیکستان دعوت کرده است.

آقای قادراف افزود که بر اساس حکم دیوان عالی، شرکت‌های ارتباطات تاجیکستان موظف شده‌اند که دسترسی به سایت‌های "irshod.com" و "irshod.net" را که سایت‌های متعلق به "جماعت انصارالله" دانسته شده‌اند، قطع کنند.

همچنین، انتشار و توزیع مواد تبلیغاتی "جماعت انصارالله" در تاجیکستان ممنوع شد. آقای قادراف گفت که درخواست ممنوع کردن فعالیت "جماعت انصارالله" از سوی دادستانی کل تاجیکستان وارد شده است.

قاضی دیوان عالی تاجیکستان گفت که محاکمه این قضیه پشت درهای بسته و با شرکت مسئولان نهادهای انتظامی، امنیتی، دادستانی، دفاع و دادگستری صورت گرفته است.

به گفته آقای قادراف، علیه این حکم دادگاه در طول یک ماه آینده شکایت بردن ممکن است.

محمدجان خیر‌الله‌اف، یک مسئول دادستانی کل تاجیکستان، خبر داد که اعضای "جماعت انصارالله" در انفجاری که در ساختمان پلیس در ولایت سغد در سال ۲۰۱۰ رخ داد، دست دارند.

آن زمان "جماعت انصارالله" با پخش یک نوار ویدیویی در سایت‌های اینترنتی مسئولیت این حمله را بر عهده گرفته بود. ولی دادستان وقت ولایت سغد، این ادعا را رد کرد.

سال گذشته، ضمن عملیات علیه عبدالله‌ رحیم‌اف، ملقب به "ملا عبدالله‌"، در وادی رشت، از مخفیگاه این گروه به گفته مقامات تروریست، پرچم "جماعت انصارالله" کشف شده است.

آقای خیر‌الله‌اف می‌گوید که سال ۲۰۱۰، در محله "گیپرزم" شهر دوشنبه تلاش برای انجام یک عمل تروریستی خنثی شد. تحقیقات ثابت کرده که دو نفر از اعضای "جماعت انصارالله" در این اقدام دست داشته‌اند.

"جماعت انصارالله" سیزدهمین گروه یا سازمانیست که فعالیت آن در تاجیکستان ممنوع می‌شود. در گذشته دیوان عالی فعالیت گروه و سازمان‌هایی، نظیر القاعده، طالبان، اخوان المسلمین، جنبش اسلامی ازبکستان، حزب التحریر، سلفیه، جماعت تبلیغ و "تاجیکستان آزاد" را ممنوع کرده بود.

محمدجان خیر‌الله‌اف می‌گوید، بعد از این که دیوان عالی فعالیت "جماعت انصارالله" را ممنوع کرد، هر شخصی که عضو این گروه شود، طبق قانون کیفری مجازات خواهد شد. حتی در صورتی که جرم دیگری را مرتکب نشده باشد.

در پاییز سال گذشته، گروهی که خود را وابسته به "جماعت انصارالله" معرفی کرد، علیه آن‌هایی که "کفار و مشرکان تاجیکستان" می‌نامد، جهاد اعلام کرده بود.

اعضای این گروه بیانیه‌ای ویدیویی را در سایت یوتیوب (Youtube) پخش کرده و خود را گروهی از مجاهدان تاجیک می‌خواندند که به اعتقاد خودشان، خداوند آن‌ها را "در جنگل‌های تاجیکستان با حق استوار داشته... تا دین خدا را به این مردم برسانیم."

مردی با ریش بلند و کلاه پاکول افغانی که ظاهراً رهبر این گروه بوده، در میان حدود ۱۵ نفر از همراهانش سخنرانی می‌کرد که سخنرانی او ظاهراً توسط تلفن همراه ضبط شده بود.

آن زمان سعیدمکرم عبدالقادرزاده، رئیس شورای علمای اسلامی تاجیکستان، به بی‌بی‌سی گفته بود که از وجود چنین گروه اسلامی در حدود تاجیکستان اطلاع ندارد.

البته در بخش امنیت نیز گفته شده که آمریکا پس از ۲۰۱۴ سالانه منابع مالی معینی را برای حمایت از آموزش، تجهیز و مشورت به نیروهای امنیتی افغانستان، در اختیار این کشور قرار خواهد داد. البته در این مورد نیز رقم مشخص نشده است.

دو مورد یاد شده در بالا ملموس ترین نکاتی است که برای ادامه حمایت دولت آمریکا از اقتصاد و توسعه افغانستان در این سند گنجانیده شده است. اما بازهم می توان گفت که تعهدات بسیار قاطع و مشخص برای ضمانت این مسئله که اقتصاد افغانستان پس از سال ۲۰۱۴ سقوط نخواهد کرد در سند همکاری های استراتژیک میان افغانستان و آمریکا وجود ندارد.

روشن است که بحران اقتصادی در آمریکا و کسر بودجه دولت این کشور فشارهای زیادی را بر مصارف دولت آمریکا وارد آورده است. به همین دلیل ظاهرا" آمریکا مایل است تا اگر ممکن باشد پای بخش خصوصی این کشور را به افغانستان بکشاند.

در موافقتنامه، بارها به حمایت از بازار آزاد و رشد بخش خصوصی تاکید شده است

اما حساسیت سرمایه گذاری خصوصی نسبت به اوضاع امنیتی بسیار بالا است و محتمل به نظر نمی رسد که در سال های نزدیک سرمایه گذاران آمریکایی یا غربی حاضر باشند در افغانستان سرمایه گذاری کنند. البته اخیرا معادن افغانستان که در این سند اشارات کلی به آن شده است، امیدواری‌هایی را برای جلب سرمایه گذاری به این کشور ایجاد کرده است اما تا کنون این تنها شرکت های چینی و هندی بوده اند که در این زمینه سرمایه گذاری جدی کرده اند.

بنا بر این همکاری‌های بخش خصوصی افغانستان و آمریکا که در این سند تاکید زیادی بر آن شده، نمی تواند ضمانت جدی برای پایداری اقتصاد افغانستان پس از ۲۰۱۴ به حساب آید.

شرایط همکاری های اقتصادی

در نهایت تمامی کمک های اقتصادی آمریکا به افغانستان در این سند مشروط به این شده که تا چه حدی نهادهای دولتی افغانستان می توانند شفاف و حسابده باشند. شفافیت و حسابدهی که مهمترین بخش مبارزه علیه فساد به شمار می رود، همواره مورد تاکید جامعه بین المللی در افغانستان بوده است.

اما به دلایل متعددی این شرایط در ده سال گذشته فراهم نشده و فساد هنوز به حیث یک مشکل جدی دامن دولت افغانستان و متحدان بین المللی اش را گرفته است.

در این صورت تاکید بر این شرایط در سند همکاریهای استراتژیک، عملکرد دوگانه دارد، از یک سو می تواند برای از بین بردن فساد مفید باشد؛ اما از سوی دیگر می تواند مانع حمایت های اقتصادی آمریکا به افغانستان شود.
