بازرگانی خارجی تركیه كه همواره رشدی متكی به واردات داشته و ساختار آن مورد انتقاد قرار گرفته، سهمی تعیین كننده در فرایند رشد اقتصادی این كشور دارد و در دوره سه ماهه نخست سالجاری میلادی نسبت به دوره مشابه سال گذشته تحت تاثیر تدابیر جدی دولت برای كاهش كسری در تراز بازرگانی و به تبع آن كسری در تراز پرداختها، وضعیت متفاوتی را دارد.

كسری در تراز بازرگانی خارجی تركیه، مهمترین عامل تعمیق كسری در تراز ارزی این كشور است كه به عنوان چالش و عنصر اصلی شكنندگی و ریسك جدی در اقتصاد تركیه ارزیابی شده است.

موسسه آمار دولتی تركیه امروز در راستای برنامه اعلام داده های اقتصادی خود، نتیجه عملكرد بازرگانی خارجی این كشور در ماه مارس ( اسفند و فروردین )، سه ماهه نخست سال 2012 را اعلام كرد.

بررسی خبرنگار ایرنا از داده های بازرگانی خارجی تركیه، نشان می دهد در ماه مارس سالجاری میلادی حجم بازرگانی خارجی این كشور با رشدی به میزان 1/1 درصد به 33 میلیارد و 848 میلیون دلار رسید. در سه ماهه نخست سال 2011 حجم تجارت خارجی تركیه برابر 33 میلیارد و 454 میلیون دلار بود.

در ماه مارس صادرات تركیه با 2/12 درصد افزایش نسبت نسبت به سال گذشته از 11 میلیارد و 811 میلیون دلار به 13 میلیارد و 251 میلیون دلار و واردات این كشور نیز با 8/4 درصد كاهش از 21 میلیارد و 643 میلیون دلار به 20 میلیارد و 597 میلیون دلار رسید.

در سه ماهه نخست سالجاری میلادی نیز صادرات تركیه با 6/12 درصد رشد از 31 میلیارد و 420 میلیون دلار به 35 میلیارد و 367 میلیون دلار و واردات این كشور با 7/0 درصد كاهش از 56 میلیارد و 68 میلیون دلار به 55 میلیارد و 691 میلیون دلار رسید تا كسری در تراز بازرگانی خارجی این كشور با 5/17 درصد كاهش نسبت به دوره مشابه سال گذشته از 24 میلیارد و 648 میلیون دلار به 20 میلیارد و 324 میلیون دلار برسد.

آمار موسسه آمار دولتی تركیه نشان می دهد در سه ماهه نخست سال 2011 میلادی نسبت صادرات بر واردات تركیه 0/56 درصد بود كه در این دوره به 5/63 درصد رسید.

به عبارت دیگر در سه ماهه نخست سال گذشته تركیه در قبال هر 100 دلار واردات 0/56 دلار صادرات انجام می داد كه این رقم در سه ماهه اول سالجاری به 5/63 دلار رسیده است.

در این دوره صادرات بخش كشاورزی و جنگلداری كه برابر 9/3 درصد از كل صادرات را تشكیل می داد، بالغ بر یك میلیارد و 381 میلیون دلار، بخش ماهیگیری با سهمی برابر 2/0 درصد، برابر 56 میلیون دلار، بخش معادن با سهمی برابر 7/1 درصد، معادل 601 میلیون دلار، بخش صنایع تولیدی با 6/93 برابر 33 میلیارد و 99 میلیون دلار و سایر بخش ها با سهمی برابر 6/0 درصد به 229 میلیون دلار شد.

در سال گذشته میلادی 8/14 درصد یعنی هشت میلیارد و 263 میلیون دلار از 55 میلیارد و 691 میلیون دلار كل واردات تركیه را كالاهای سرمایه ای، 8/73 درصد یعنی 41 میلیارد و 126 میلیون دلار را مواد خام و كالاهای نیمه ساخته، 0/11 درصد یعنی شش میلیارد و 128 میلیون دلار را كالاهای مصرفی و 3/0 درصد یعنی 174 میلیون دلار را سایر كالاها تشكیل می دهد.

سهم بسیار بالای مواد خام و نیم ساخته در واردات تركیه به نوعی تبیین كننده ساختار ناسالم در بازرگانی خارجی و متكی بودن صادرات این كشور به واردات می باشد. از سوی دیگر نباید فراموش كرد كه سهم قابل توجهی از این رقم صرفا برای واردات انرژی اعم از گاز طبیعی، نفت خام، گاز مایع و سایر سوختها هزینه شده است.

تركیه در سه ماهه نخست سال جاری 3/42 درصد یعنی معادل 945/12 میلیارد دلار از صادرات خودرا به اتحادیه اروپا (27 كشور) و برابر 7/57 درصد یعنی 422/20 میلیارد دلار از صادرات خود را نیز به سایر كشورها انجام داد.

این درحالی است كه سهم اتحادیه اروپا در صادرات تركیه در سه ماه نخست سال 2011 برابر 3/48 درصد و سهم سایر كشورها برابر7/51 درصد بود.

ركود اقتصادی در اتحادیه اروپا، بزرگترین بازار صادرات تركیه را به مخاطره انداخته و این كشور تلاش می كند با ایجاد تنوع در بازارهای خود، كاهش صادرات خود به اروپا را از طریق ایجاد بازارهای جدید تلافی كند.

امید تركیه به توسعه صادرات به كشورهای منطقه بود كه در دوره اخیر با بروز تنش در روابط آنكارا با كشورهایی مانند سوریه و عراق بطور جدی روبه كاهش گذاشته است. صادرات تركیه به ایران نیز به عنوان یكی از مهمترین شركای تجاری این كشور درمنطقه در ماههای اخیر كاهش نشان می دهد.

تركیه در سه ماهه نخست سال 2012 ، 9/36 درصد یعنی برابر 541/20 میلیارد دلار از كل واردات خودرا از اتحادیه اروپا و 1/3 درصد یعنی برابر 150/35 میلیارد دلار آن را نیز از سایر كشورها انجام داد.

تركیه در سه ماهه نخست سال 2011 برابر 6/37 درصد واردات خود را از اتحادیه اروپا و 4/62 درصد را از سایر كشورها انجام داده بود.

بررسی داده های موسسه آمار دولتی تركیه نشان می دهد همسو با رشد دلار در قبال لیرترك و تدابیر بانك مركزی تركیه برای كنترل رشد تورم در این كشور، پیش بینی می شود در دوره پیش رشد بازرگانی خارجی تركیه روبه كاهش باشد.

مقایسه رشد صادرات ماهانه تركیه در دوره سه ماه اخیر نشان می دهد آثار تدابیر انقباضی بانك مركزی خودرا نشان می دهد و صادرات تركیه از شتاب افتاده است.

به همین ترتیب رشد ارزش دلار، عامل بازدارنده ای در رشد شتابان واردات شده و این فرایند می تواند در ماههای پیش رو نیز ادامه یابد.

در چند ماه اخیر با افزایش جدی كسری در تراز ارزی و رشد آن به میزان بیش از 100 درصد نسبت به سال گذشته، آنكارا تمهیداتی را برای مهار و مبارزه با این معضل جدی در اقتصاد تركیه اندیشیده و به اجرا گذاشته است.

تحت تاثیر تعمیق كسری در تراز بازرگانی خارجی تركیه، كسری در تراز ارزی این كشور نیز در سال 2011 به بیش از 77 میلیارد دلار رسید.
